WebI say no. Empire was greatly improved with Darthmod but Shogun is a great, balanced game without. It's a much smaller scale but that just means that battle strategy is much more important; lose an army and you might just lose an entire campaign. Give it a shot vanilla and I'll be very surprised if you are not satisfied with it. Happy General-ing!
